I Fon Fongum Gorji-Dinka, Head of State of Ambazonia, in exercise of the powers vested in me by the Ambazonian Constitution do hereby issue the following ordinance:

CITATION: This ordinance may be cited as Law Enforcement Peoples Action Ordinance

PREAMBLE

I. In view of the fact  that the United Nations Human Rights Committee has confirmed

  1. that law 84/01 enacted by the United Republic of Cameroon dissolved the Union which had comprised AMBAZONIA (the former British  Southern Cameroon)  and  the Republic of Cameroon (the former French Cameroon) and that with effect from January 1984 the two countries became again as mutually sovereign and as legally distinct from each other as they were before the creation of the illegal, ill-fated and much troubled union on 1 October 1961
  2. that the occupation of Ambazonia by Cameroon is illegal thus posing a threat to international peace and security
  3. that the Cameroon High Court Judgment HCB/28/92 provided the best domestic attempt at redress which has failed only because Cameroon President Biya does not respect judgments on Human Rights

II. In view of the fact that the said HCB/28/92 declared the occupation of Ambazonia by Cameroon as an act of aggression and ordered that all elements of Cameroon administration be withdrawn from Ambazonia.

III. In view of the fact that at paragraph 19 of the affidavit in the proceedings, there was a judicial renovation of the Buea/Yaounde Treaty referred as the Plebiscite Pact

IV. In view of the fact that the Plebiscite Pact which was ratified by the plebiscite organized by the United Nations in Ambazonia on 11 February 1961 envisaged the creation of a Confederacy of Ambazonia and Cameroon Independent Nations  (CACIN)

V. In view of the fact that Anglo-French Cold War Politics illegally set the Plebiscite Pact aside and imposed upon Ambazonia the illegal, ill-fated and much trouble Union; which was dissolved by the restoration law 84/01 aforementioned.

VI. In view of the fact that the Ambazonian Head of State has by open and private letters suggested the creation of the said Confederacy in compliance with the High Court judgment HCB/28/92 but the Cameroon President Paul Biya does not respect court judgments on Human Rights insisting that the only union acceptable to him is that which Ambazonia is swallowed by Cameroon.

VII. In view of the fact that under the Napoleonic Code where the executive branch of government makes it impossible to enforcement a judgment or law  the Populations are under a duty to use every method to enforce the said judgment or law.

VIII. In view of the fact that the Ambazonian People seeking the enforcement of law 84/01 and judgment HCB/28/92 are now under an obligation to enforce same by all means possible.

IX. And in view of the fact that this ordinance is to set the provide the legal parameters of their action for law enforcement action by the Ambazonian People whether with or without the assistance of any willing nations, or NGO’s or mercenaries

It is stipulated as follows:-

Article 1 BOYCOTT OF CAMEROON ELECTIONS: For the 12 hours starting from 6AM until 6PM local time, the entire population of Ambazonia shall observe a GENERAL STRIKE & GHOST TOWN throughout the Ambazonian territory, land, territorial waters and air space.

Article 2 Should the date of the Cameroon elections be postponed, the Boycott action shall stand automatically postponed to that postponed date of the elections.
