To

His Excellency Paul Biya
President of Cameroon
Your Excellency

URC Law 84/01 Enforcement Action

May the peace of God be with you.

The Lord God who made you President of the United Republic of Cameron has directed me to demand that you proceed to execute the main mission for which he made you President. That is to say, to put an end to the subjugation of Ambazonia under la Republique du Cameroun.

This accords with the decisions of the Cameroon Military Tribunal, the Cameroon High Court Bamenda , the Cameroon Supreme Court and finally the  judgment delivered on 17 March 2005, by the United Nations Committee on Civil and Political Rights (CCPR). In summary, the UN Committee's judgment is:

I.  That the continuing violation of the Restoration Law 84/01 has resulted in the persecution and exile of the Ambazonian leader, contrary to the International Covenant on Civil and Political Rights. This means that the remedy to the situation consists in the enforcement of the said law.

II.  The CCPR's demand for effective remedy and assurances against a repeat of the said violation, means that Your Excellency puts an end In the violation and proceeds to enforce the said Law 84/01 by making a total and unconditional withdrawal from Ambazonia.

III.  The demand of the CCPR for Your Excellency to withdraw from Ambazonia in compliance with URC law 84/01 confirms:

(a) the Judgment of the Cameroon Military Tribunal before which the Ambazonian leader was charged with High Treason simply because he called on Your Excellency lo withdraw from Ambazonia in compliance with Law 84/01.
(b) The judgment of the Cameroon High Court Bamenda Civil suit HCB/28/92 which went further to do two important things, namely:

(i)  enable Your Excellency to acknowledge:

  1. That the nation once described as British Southern Cameroon is now the Republic of Ambazonia, with Fon Fongum Gorji-Dinka, as its Head of State.
  2. That the Cameroon rule over Ambazonia is an act of continuing aggregation.
  3. That Cameroon Public Servants must quit Ambazonia
  4. That public servants of Ambazonia origin (Civil and Military) are discharged of the duty of obedience loyalty and allegiance they owed to Cameroon; and are thus to answer to Ambazonia and its Head of State, Fon Fongum Gorji-Dinka.

(ii)  To revive the Plebiscite Pact through paragraph 19 of the Affidavit which states: ''That the only valid program before Ambazonia and Cameroon, now is for each nation to proceed to restore its institutions as quickly as possible so that the two nations may still give valid effect to the Plebiscite Pact"

Your Excellency, this means that your peaceful withdrawal from Ambazonia, would lead to the creation of a Confederacy of Ambazonia and Cameroon Independent Nations, CACIN in accordance with the terms and procedure set out in the United Nations plebiscite manifesto THE TWO ALTERNATIVES published in the Southern Cameroons gazette of 27th January 1961. (See figure)

Your Excellency, your stand that the only union acceptable to you is that of the Whale and Jonas, where Cameroun swallows Ambazonia, sets you on a collision course with the Lord God. This would be a course of self-destruction on your part.

I urge you to reverse your stand and join me in peacefully executing URC law 84/01 and reap the reward God has attached to it for all. I therefore pray that God gives you the appropriate spirit to comply without delay.

This I pray in the name and through the blood of our Lord Jesus Christ Now, and for ever more.

Amen

Yours fraternally,

Fongum Gorji Dinka
Head of State
